Hurricane Katrina has killed more than 1,800 people and killed many homes in New Orleans. A quarter of the city’s residential stocks were then abandoned. The US spent billions of dollars redeveloping and protecting the city. But more may be needed to counter the slow decline of the city into the ocean. In addition, some of the federal responses have been criticised for their impact on low-income homeowners. Today, the city is facing a housing crisis as premiums and property taxes rise.
